DOAJ: Directory of Open Access Journals -- "Over 1,000 free, full text, quality controlled scientific and scholarly journals".

SciELO: Scientific Electronic Library Online (Brazil) --a selected collection of Brazilian scientific journals covering many fields.  Generally, coverage is for recent years, and articles are in English, Portuguese, or Spanish.
